He pointed out that the recent reductions in the U.S.'s diplomatic and aid engagement in the continent are contributing to China's expanding influence across the continent, consequently weakening the United States' standing. A recent analysis published in Arab News by two senior fellows at the Brookings Institution – a prominent U.S. policy research organization - proposes a potential strategy for resources-rich African nations to revitalize their engagement with the U.S. by leveraging their substantial reserves of critical minerals. It suggests that these nations should negotiate agreements with the U.S. requiring companies that invest in their critical mineral sectors to perform a considerable amount of value-added processing within their borders. The authors contend that such a framework would yield reciprocal advantages, positioning the United States as a more equitable partner for Africa. This is due to the fact that its need for critical mineral resources would support the vital goal of industrial growth in African economies.
Another study published in April 2024 by the US Institute of Peace (USIP) underscored the necessity for the United States to access Africa's significant reserves of critical minerals. The study projected a substantial increase in global demand for these resources, primarily fueled by the shift towards electrification in developed economies. However, it also cautioned that Africa's mining industry is vulnerable to exploitation by powerful global actors. The report warned that intensifying competition for these minerals could exacerbate issues like corruption and human rights violations across the continent, including the use of child labor. Furthermore, the report emphasized the importance of incorporating strong mineral traceability systems within these agreements. These mechanisms are seen as crucial for preventing minerals from being diverted to neighboring countries that have similar agreements in place, escalating smuggling activities and fueling local conflicts over resource control.
In a related analysis, the African Policy Research Institute (APRI) report, "Mapping Africa's Green Mineral Partnerships" identifies 65 cooperative agreements on green minerals involving approximately thirty African countries. The report highlights a prevalent lack of transparency surrounding these partnerships, advocating for greater public access to the texts of the agreements to enable a more thorough evaluation of their effects on economic development, democracy, and human rights in Africa.
The substantial reserves of critical minerals across the African continent present considerable potential for economic development. However, the value addition processes associated with these resources entail multifaceted risks extending beyond concerns of corruption and human rights violations. Notably, significant environmental challenges arise from these activities. Mineral beneficiation processes, for instance, can introduce substantial quantities of pollutants into the environment. Chemical reagents pose a severe threat to aquatic ecosystems and human health. Furthermore, atmospheric quality is susceptible to degradation through particulate matter and gaseous emissions generated during mineral crushing, smelting, and chemical processing. The management and disposal of mining by-products, known as tailings, also constitute a persistent and long-term threat to soil and water resources through potential contamination.
The potential for environmental devastation is not merely theoretical. A recent incident in Zambia serves as a stark reminder: an acid leach event at a Chinese-owned copper mine resulted in February 2025 in the discharge of 50 million liters of acidic effluent into the Mwambashi River. The accident had immediate and severe ecological and socioeconomic consequences. It caused acute mortality among aquatic species which are critical for the sustenance and economic activities of local communities. Furthermore, it led to the degradation of vital agricultural land, impacting the livelihoods and food security of over 700,000 residents in Kitwe (the second largest city in terms of size and population in Zambia), and adjacent areas. This event highlights the tangible risks associated with inadequate environmental safeguards in mineral processing.
The shifting geopolitical landscape in Africa has placed the continent at a significant crossroads. The potential for economic partnerships, especially in the strategic sector of critical minerals processing, presents important avenues for accelerated growth and widespread industrialization across African nations. However, this promise of prosperity demands a meticulous and thorough evaluation of the potential environmental consequences. The establishment of robust environmental management practices, the enforcement of stringent and adaptable environmental protection regulations, and the implementation of transparent oversight mechanisms throughout the mineral processing value chain are not merely advisable, but absolutely essential. African leaders face the intricate challenge of aligning ambitious economic aspirations with the pressing imperative to safeguard their countries invaluable natural heritage. Ensuring that the pursuit of development does not lead to the irreversible erosion of environmental integrity is a defining task of this era. The recent incident in Zambia serves as a powerful reminder, underscoring the urgent necessity for sustainable and responsible resource management practices within African nations as they forge new partnerships and embark on evolving economic pathways. This necessitates a collaborative approach involving governments, industry stakeholders, and local communities to guarantee that economic progress and environmental protection go hand in hand.
