Con sentenza della Prima Sezione del 15 settembre 2011 (procedimento C 138/10, DP grup EOOD c/ Direktor na Agentsia «Mitnitsi»), la Corte di Giustizia fornisce alcune delucidazioni sui meccanismi dell’invalidazione (amministrativa) e dell’annullamento (giurisdizionale) delle dichiarazioni doganali, nonchè sulle responsabilità del dichiarante in ordine all'esattezza delle informazioni in esse fornite.

WCO compendium on Single Window

A draft of the WCO Single Window Compendium is available on the SICEX web site (the Chilean "single window" system). The document, divided into two parts, deals with great detail all the aspects related to the implementation of such a mechanism, both from an operational, organisational, functional and legal point of view. The guide analyses in particular the reingeneering of the business processes to be integrated in the interface and the simplifications that this a Single Window can imply both for the operators and the government.

We mentioned this document in a recent article published on the Journal of Customs and Trade of the Korea Research Society for Customs. New the Compendium on the customs risk management technics has been made available on the WCO website.

With the Notice Prot. 84920/RU of 7 September 2011, The Italian Customs Agency provides additional clarification regarding the VAT warehouse regime, following the amendments introduced by the “development decree” (law decree 13 May 2011, N° 70, converted into law 12 July 2011, N° 106), to the art. 50a of the law decree 30 August 1993, N° 331 (converted into law 29 October 1993, N° 427).

Nowadays, the efficiency of customs administrations depends on the ability to efficiently manage a huge bulk of information and data that increasingly are transmitted electronically and whose circulation most times precedes that of the goods. To do that, Customs need to develop the capability to interconnect or share parts of such informative flows with other government agencies on one side, and economic operators on the other side. A new research paper from WCO examines problems and critical aspects related to the implementation of Single Window systems, one of the most important tools for trade facilitation.
