Draft AfCFTA Manual on the AfCFTA Rules of Origin now available

The Manual on the application of the African Continental Free Trade Area (AfCFTA) Rules of Origin is an handbook which sets out guidelines on the operationalization of Annex 2 on Rules of Origin of the Protocol on Trade in goods of the AfCFTA Agreement. Foreseen by art. 42(f) of the Annex 2 on Rules of Origin, this manual was prioritized by the 8th Meeting of the AfCFTA Council of Ministers, held on 28 January 2022 in Accra, that decided to accelerate its completion.

Still in a draft version, the manual has now been made available by the Nigeria National Action Committee on AfCFTA on its website.

On 21 February 2022, the AfCFTA Secretariat organized a virtual workshop to share best practices and experiences on drafting operational manuals on rules of origin and by learning about the experiences of African RECs in drafting similar manuals (namely: COMESA, EAC, ECOWAS and SADC). The objective was to further improve the AfCFTA RoOs Manual before its formal adoption, so far not yet started.

The World Customs Organization, who was also participating to the workshop, gave a presentation on international standards for the drafting of tools and instruments on rules of origin, illustrating some practical cases concerning the application of international standards in drawing up these tools.
