BPM and simplification of trade procedures

The execution of an international trade operation implies the accomplishment of a series of commercial, transport and regulatory requirements. Any inefficience in such activities can generate unnecessary delays and costs to the transboundary movement of goods, that reduce in turn the competitiveness of economic operators. To date, the main inefficiences in the import/export processes concern: time for preparation of transport documents, fulfilment of administrative and regulatory requirements related to the execution of international trade transactions, unclear border procedures and excessive controls. To help to detect and address these probles, UNESCAP, in cooperation with UNECE and UnNEXT, has developed, since 2009, a Business process analisys guide to simplify trade procedures.

Studio congiunto OMC-OCSE-UNCTAD sulle misure restrittive del commercio

Ogni volta che si affaccia un nuovo periodo di crisi economica, emergono le tentazioni da parte dei vari Paesi del mondo verso forme più o meno velate di protezionismo. Nell’ultimo Summit tenuto a Cannes, dal 3 al 4 novembre 2011, i Paesi del G-20 hanno sottolineato l’importanza del sistema della cooperazione multilaterale nella lotta contro le politiche nazionali di limitazione degli scambi volte a proteggere gli interessi e le attività produttive interne dalla concorrenza degli Stati esteri, fenomeno noto appunto come “protezionismo commerciale”.

Cloud Computing and Customs: the starting test is in Africa

The first attempt of using the Cloud Computing technology to link different IT systems of customs administrations is made in Africa. Namibia and Botswana have recently launched, with the USAID (the government organization in the USA that administers helps to the less developed Countries), and the Microsoft support, a pilot project that foresees the development of a virtual interface on the Internet based on the cloud computing technology, that will allow to Customs and operators of the two Countries to electronically exchange data, information and documents, reducing transaction costs on the goods imported and exported between the two Countries.

An integrated intermodal transport network to reduce transit costs in Asia

The UNESCAP (Economic and Social Commission for Asia and Pacific of the United Nations), which is one of the five regional arms of the Economic and Social Council (ECOSOC) of the United Nations (a body that deals, among other things, with the promotion and economic development as well as with the technical and financial assistance to Less Developed Countries), is working on the text of an intergovernmental agreement on dry ports (see the working draft). The document aims to promote the development of a network of dry ports of international importance, in order to improve trade between coastal and inland areas, reducing the transit time for goods especially in the landlocked Countries of Asia. The draft of the agreement will be discussed in a meeting to be held in Bangkok from 20 to 22 June 2012.
